Edward Ruacho, a 19-year-old Latino man, was fatally shot while sitting with friends outside an apartment building in the 100 block of South Westmoreland in Koreatown on Sunday, Nov. 16, 2008, according to authorities.

Witnesses told police that a black sport utility vehicle with tinted windows stopped in front of the building, and a Latino man with spiked hair, between 25 and 30 years old, fired several rounds at Ruacho with a handgun, said Sgt. Ruby Malachi, aspokeswoman for the Los Angeles Police Department.

Police believe the SUV driver was a man in the same age range as the shooter, with a shaved head and wearing a baseball cap. The shooting took place in the afternoon.
