Frank Melendez, 47, a Latino man, was shot at the intersection of Olanda Street and Century Boulevard in Paramount and died at 9:25 a.m. on Tuesday, Feb. 27. Los Angeles County sheriff's deputies responding to a shots-fired call found Melendez lying dead on the street. They said he apparently had been riding his bicycle when he was attacked.
