im his sister, and i would like information on how to reopen the case till this day (1 year 10months after his death) we dont know what happened. we are seeking more information , or was this just a case where the police give up on investigating due to his case being related to a "gang" (one gangster less, who cares?) hopefully not , he was human just like EVERYONE else !

— zulma, homicide cases are never closed until a suspect has been arrested. And since you brought up the subject that the deceased is a gangster, then you know very well how the "streets" get quiet when the detectives start asking questions.

The case isn't really closed, it's just 'cold'. Which means the detectives have exhausted their leads, and have hit a dead-end.
