Tommie Hayes, a 27-year-old black man, died after he was shot several times Sunday, April 12, 2009, at Stanford Avenue and East 7th Street in downtown Los Angeles, according to coroner's officials.

Kevin Cohen, a 49-year-old black man, was also shot to death in the incident, which occurred in a skid row hotel in what police said were the year’s first slayings in downtown Los Angeles.

Hayes and Cohen were found about 5 a.m. with multiple gunshot wounds at the Lamp Lodge, police said.

Neither of the men were staying at the hotel, said Los Angeles Police Department Det. Albert Marengo.

One of the men was found inside the hotel’s first-floor lounge, and the other victim had walked out of the hotel after the shooting and collapsed in the parking lot, Marengo said. Witnesses said they saw a man fleeing the scene, the detective added.

Marengo said he hoped more witnesses would come forward with information about the shooting.

“I’m sure there were people inside and outside the hotel” at the time of the slayings, he said.

Deputy Chief Sergio Diaz said the killings were the first this year in the department’s Central Division. The last homicide on skid row was June 16, 2008, according to a department news release.

Before dawn on Easter Sunday, Tommie Hayes and Kevin "KK" Cohen, both black men, were shot and killed in the first-floor lounge of the Lamp Lodge, a respected skid row facility at Stanford Avenue and 7th Street in downtown Los Angeles.

Lamont Ward, a 41-year old black man, Richard Luna, a 28-year-old Latino, and Shanana Flores, 33 year-old Latina, have been charged in connection with the killings, which were the first of the year in downtown. Ward and Flores are scheduled to be arraigned today in Los Angeles Superior Court.

The Times' Ari Bloomekatz reports on alleged drug dealing at the facility that police say led to a murder-for-hire with Hayes as the intended victim:

A respected skid row facility that provides shelter and counseling to homeless people became a site for drug dealing, leading to a double homicide inside the Lamp Lodge earlier this year, according to police detectives and court records.

Los Angeles Police Department detectives allege that dealers sold rock cocaine and heroin out of the Lamp Lodge for months, a practice that ended after one of the alleged drug dealers and another man were shot to death there in April.

Lamp officials said claims of widespread drug dealing at the facility are overblown. They said Lamp strives to protect its residents from exposure to criminal conduct, a difficult task in an area that has long been considered the city's largest open-air drug bazaar.

"It was really the Wild West out there," said Casey Horan, executive director of Lamp, describing the crime around the Lamp Lodge. "We were aware that this is bleeding through our doors."

But the crimes have some community leaders concerned and questioning whether Lamp has done enough to prevent crime in its facilities.

"Historically, the agency has played a key role in skid row," said Councilwoman Jan Perry, whose district includes part of skid row.

"Recent events raise serious concerns about the agency and their ability to safely manage their properties," she said.

The case underscores the difficulty of keeping even "safe zones" free of narcotics activities in such a drug-plagued area, despite efforts by the LAPD in recent years to crack down on skid row crime.

I knew Tommie when he lived n Chicago. We dated for a year and kept in touched over the years. After his mother passed away, he moved to Ca. He was doing well while we were talking and we even talked about me moving out there with him. This is a sad way to find out about the death of someone I once cared for. I was doing a search for him through Facebook and the article showed up at the end. I wouldn't have thought it would have been him if I didn't see his face. He was a good man. He will be missed!

Downtown drug dealers often shoot each other, it is a dangerous line of work, David, if you were down there with them you were up to no good, this is a place where the poor and downtrodden live at and are preyed upon by gangbanging, dopedealing scum, David, which one are you?

Don't drug dealers and older gang memebers pry on innocent children? So in a way isn't syscom3 already addressing that issue? Oh and by the way drug dealers and gang members get released thru the justice system revolving door all the time.

So one crime is much better to deal with then the other? I would support a gang data base just like the sex offender data base. Neither one of this ills of society should be walking around that much we agree on. So should I write to my congress person to see how he/she feels about a gang member data base or would you rather start in your community and get back to me?

I agree with Syscom3, if David didn't want us asking about his involvement in this homocide, then why even mention he was "almost killed that night". I too would like to know more about that statement.
