One comment about Capistrano Avenue Elementary
While I may not agree with the overall process of how an "effective" teacher is identified, I think that this rating scale can be beneficial in helping teachers become better instructors and educators. Students change every year. The intellectual ability of one class is difficult, if not impossible, to compare to a different classroom/teacher, or compare with a prior year. However, consistent gains or losses in API scores can and should be tracked. That- I agree with. Patterns of success or failure are not easy to ignore. Regardless of what the union is advocating, accountability is crucial.
