Lucio was born in Mexico and came to the U.S. when he was 11. He was a permanent legal resident when he was killed and his family hoped that he would be granted U.S. citizenship posthumously.

Our people have fought for this country. We have sacrificed almost everything to be here. Why then are we denied citizenship when we have proven ourselves? Lucio and many other brave young men and women serve as reminders that regardless of where we were born, when our country calls we answer. God Bless you Lucio. Be at Peace.

lucio was one of the best men i have ever known. not only was he a beloved friend of mine but of many other ppl that lived on the giessen base in germany. i was honored to say that he was a friend. i will always remember the good times we had with him. i was present at his wedding to dani and it is a blessing to look back now and know that he had a fullfilling life with happiness. we all love and miss u lucio. u will always b in my heart. peace.
